Reform in tax administration: FBR asked to form experts' sub-groups to review process

ISLAMABAD (July 16 2010): Minister of Finance Dr Hafeez Sheikh has directed the Federal Board of Revenue (FBR) to constitute sub-groups or committees of experts to review the on-going reform process in the tax administration and address issues which are hindering tax reforms.

Sources told Business Recorder here on Thursday that the FBR has convened a high level meeting to review the overall reform process with particular emphasis on raising Tax-to-GDP ratio. The meeting decided to set up sub-groups to review reforms and remove bottlenecks in smooth implementation of reforms. The sub-groups comprising experts would chalk out an effective fast track system for speedy implementation of the reforms. The sub-groups would also conduct studies and analysis on various aspects of revenue collection and reforms etc.

The FBR officials explained the existing status of reforms in tax administrations and their outcome in the form of self assessment, speedy clearances at ports and minimum interaction between the tax officials and taxpayers through automation and e-filing.It was agreed to take measures to expedite existing processes for speedy implementation of tax reforms. The committee would be given the task to propose measures for expediting the automation processes and expedite process for reforms implementation.

Besides FBR Chairman Sohail Ahmed, the meeting was also attended by Hina Rabbani Khar Minister of State for Finance; Dr Nadeemul Haque Deputy Chairman Planning Commission; former FBR Chairman Abdullah Yusuf; former FBR Chairman Ahmed Waqar and former FBR Chairman Vakeel Ahmed Khan, Chief Executive Pakistan Revenue Automation Limited (PRAL) Nasiruddin Mahboob, former FBR Member Muhammad Sulman and Arshad Zuberi of Daily Business Recorder.

The first meeting discussed the reform initiatives taken in the tax administration and discussed ways and means to implement these reforms. The participants also discussed measures to improve overall revenue collection through broadening the tax-base, effective enforcement and voluntary compliance of the new taxpayers.

The meeting also discussed the issues of mobilisation of revenue and revenue generation efforts of the tax machinery. There was a preliminary discussion on the existing status of automation, Human Resource Management (HRM) and customs clearance procedures.
