Gilani asks Hafeez to sort out VAT issue with Sindh

 KARACHI (July 13 2010): Prime Minister Yousuf Raza Gilani on Monday asked Finance Minister Dr Abdul Hafeez Sheikh to visit Sindh for sorting out the lingering dispute between the center and the province over the imposition of Value Added Tax (VAT) in a decisive manner. Also, to the disappointment of Sindh government, the prime minister has expressed the government's constitutional helplessness to devise a law that could bar the judiciary from bailing out the terrorists.

Further, Sindh government is soon likely to announce a special package to provide relief to the inflation-hit masses during the fast approaching holy month of Ramazan. This was decided during the Sindh Cabinet meeting held at Chief Minister House with Prime Minister Gilani also witnessing the gathering. Sources privy to the meeting told Business Recorder that the prime minister told the provincial cabinet that he had directed the finance minister to visit his electoral province and negotiate the VAT issue what the sources said 'decisively'.

The assurance came after Sindh Chief Minster Qaim Ali Shah hinted to his government's reservations over 'some hurdles' like VAT in the way of full implementation of the consensus NFC Award, they added. About law and order, the sources said the prime minister was negative when Sindh Home Minster Dr Zulfiqar Mirza called for legislation to prevent the courts from granting bail to the arrested terrorists. Gilani was of the view that the judiciary was constitutionally entitled to bail out the criminals in the absence of a strong and substantial proof.

According to sources, the premier asked the home minister to ensure that the prosecution's case was so strong and well-evidenced that the courts could not grant the bail. "We cannot legislate on this... the judiciary is constitutional entitled to do this," the PM told Mirza who earlier briefed him in detail about the prevailing law and order situation in Sindh.

The prime minister referred to the chief minister when a minister from MQM drew attention of the meeting towards the backbreaking inflation on the eve of the holy month of Ramazan and its impact on the poverty-stricken masses. The prime minister is said to have assured that the matter would be sorted out and the provincial government would soon announce Ramazan Package like previous years.

The sources said the MQM's minister was asked to move a summary to the chief minister in this regard. According to sources, the PM declined to take up the issue of Chashma-Jehlum Link Canal in the meeting saying the two concerned chief ministers would meet Tuesday (today) in the federal capital to resolve the dispute amicably. The prime minister was also given presentation on the progress so far made by the provincial government to develop the Thar Coal project, they said.
