Attempt to smuggle mobile phones: FBR sacks Superintendent MCC Sambrial

ISLAMABAD (July 17 2010): The Federal Board of Revenue (FBR) has removed from services Nausherwan Gilani Superintendent Model Customs Collectorate (MCC) Sambrial for making an attempt to smuggle 18 bags of 8,610 mobile phones.

According to a notification issued by the FBR here on Friday, disciplinary proceedings were initiated against Nausherwan Gilani Superintendent (BS-16) (under suspension), model customs Collectorate, Sialkot under removal from service (special powers) ordinance 2000 on the charges of "inefficiency" & "misconduct" vide order of inquiry No 2/68/2005-M-II dated February 16, 2010 Rizwan Bashir, Deputy Collector, MCC Sambrial was appointed as inquiry officer.

The inquiry officer submitted his report concluding that all the charges have been proved and the accused officer is found to be guilty of "Misconduct" and recommended imposition of major penalty of "Removal From Service." After having gone through the relevant record, inquiry report, written defence as well as verbal submission made by the accused officer, it has been observed that the accused officer committed clear cut attempt of smuggling of 18 bags of 8,610 Nokia Brand Mobile Phones. His contacts with the smugglers/passengers were established.

He tried to smuggle the Mobile Phones through back door, even in the presence of Deputy Collector. The accused officer was the part of the smugglers network and master-mind of the whole plan. Had this attempt succeeded, loss of Rs 1,85,92,500 approx. could have been caused to the national exchequer. Therefore, the accused officer is guilty of "gross misconduct" and the major penalty of "Removal from Service" recommended by the inquiry officer, is justified.

Accordingly, Member (Admn), being Competent Authority, has imposed major penalty of "Removal from service" upon Nausherwan Gilani, Superintendent (under suspension) Model Customs Collectorate, Sambrial, with immediate effect under removal from Service (Special Power) (Repeal) Act, 2010. His period of suspension is treated as on leave, whichever is due and admissible to him under rules.
