File claims and get refund in 10 days: FBR's unique request to taxpayers

ISLAMABAD (July 16 2010): For the first time, the Federal Board of Revenue has requested the taxpayers to file sales tax refund claims for obtaining refund cheques within record time of 10 days of filing of claims. It is learnt on Thursday that the FBR has made this unique kind of request to the registered taxpayers, who would qualify for obtaining refunds under the Expeditious Refund System (ERS).

This kind of system is applicable in only best tax administrations where the tax departments have pro-active approach towards facilitation and guidance of taxpayers. This shows the changed attitude of the FBR which will build confidence in the taxpayers for accepting the reformed general sales tax (GST). Instead of registered persons approaching the department, the FBR has asked the taxpayers to file claims for obtaining refunds within 10 days.

Under the FBR 'Taxpayer Awareness Campaign', the FBR has issued letters through the electronic system to the registered taxpayers. According to one of the letters, the ST&FE returns e-filed for the tax periods of April/ May 2010 show that you have claimed refund in these tax returns, but so far have not e-Filed your refund claim under Expeditious Refund System (ERS).

Under ERS the eligible refund claimants can get their refunds cheques within maximum of ten days. The FBR has advised the taxpayers to accordingly e-File refund claim under ERS at the earliest. Under ERS, the taxpayer can e-file the refund claims without filing/finalisation of claims of previous tax periods. The taxpayer can view your imports and exports data online at https://e.fbr.gov.pk and minimise the errors of feeding GD number and MR numbers.

The taxpayer can preview the results of the Risk Management System and see which of his invoices or GDs will not be accepted by the system along with the reasons, so that the taxpayer may correct the data before submitting your claim. Taxpayers can also request for assistance and training session to be arranged in the Regional Tax Office (RTO).

In order to further facilitate the refund claimants, the FBR has also announced a new facility of viewing the Imports & Exports GDs has been launched in Electronic-Folder of the taxpayers at Taxpayer Facilitation Portal (https://e.fbr.gov.pk).

The registered taxpayer can view the particulars of GDs' pertaining to the imports and exports made by you during a particular period. The taxpayers would be in a position to view online import and export data to check their status under the Expeditious Refund System. The FBR added that the taxpayer can minimise the errors in filing your refund claims under the Expeditious Refund System as well as the normal system by using this new feature of viewing the particulars recorded in customs data; and recording our refund claim accordingly, the FBR added.
